Enrolment regulation
§ 1 Student enrolment
(1) Enrolment at the Friedensau Adventist University (FAU) entitles the student to study at the FAU. This is required for a university course.
(2) Individuals who plan to complete their studies with an academic title/degree will be enrolled as a student provided the enrolment criteria are fulfilled.
(3) With enrolment the student becomes a member of the university in the faculty of their chosen course. Students can only be a member of one faculty. Students studying in two faculties choose the faculty in which they would like to be entitled to vote when they enrol / renew enrolment.
(4) Students who register for the “German as a foreign language” course become members of the “Theology” faculty unless they have also been accepted with their registration for a further course following on from this. In this case, they become a member of the faculty of their future course.
§ 2 Enrolment requirements
University applicants can be enrolled if the following criteria are fulfilled:
- you have proof of the necessary qualification according to the state requirements and fulfil the study requirements of the examination regulation of your chosen course.
- there is no barrier which could prevent enrolment.
- a study contract has been completed and there is no condition subsequent.
- enrolment has been correctly applied for and on time.
- the tuition fees according to the study contract have been paid.
There is no legal entitlement to enrolment.
§3 Enrolment barriers
(1) Enrolment must be denied if the university applicant
- does not fulfil the entry requirements for study in accordance with § 2 of this regulation.
- does not pass the aptitude test for the chosen course as outlined in the examination regulation.
- does not have proof of having fulfilled the contractual obligations associated with enrolment for the payment of fees and contributions or
- membership of student (statutory) health insurance or exemption from this.
(2) Enrolment may also be refused for the reasons stated in § 29 Para. 3 HSG LSA (Higher Education Act of Saxony-Anhalt).
§4 Withdrawal of enrolment
Enrolment may be declared as void either retrospectively or for the future if
- it has been obtained either by force, wilful deceit or bribery.
- enrolment barriers become evident which, if they had been known, would have led to the refusal of enrolment.
§5 Transition from bachelor’s to master’s studies
(1) To ensure minimum time loss in the transition to a master’s degree course and the continuation of studies, applicants who do not yet have a bachelor’s degree at the time of the application deadline may still apply if they are not missing more than the ECTS course credits of one semester of regular course time for degree completion. It is expected that the applicant will have completed the degree by the start of the master’s studies.
(2) Applicants must present a certificate from the examination board or the relevant office responsible for confirming exam performance, of the previous course which must include at least the following details:
- the total ECTS course credits obtained so far.
- the maximum achievable number of ECTS course credits.
- the current course studied with completed regular study time and final certification/degree.
- grades and modules achieved/completed so far as well as
- the preliminary overall grade.
(3) The applicant will be enrolled for one semester under the right of revocation. Proof of successful completion of the previous study course must be presented by the deadline for renewal of enrolment for the second semester otherwise the applicant will be removed from the register of students. The deadline may once be extended by a semester if the required proof is not given through no fault of the applicant.
§6 Language skills and ability to study
(1) University applicants must provide proof of sufficient language skills for their chosen course. Further information concerning this is given in the examination regulations or corresponding guideline of the relevant faculty.
(2) Applicants from abroad or who are stateless and not on equal terms as German applicants in the sense of § 1 papa. 4 VergabeVO Hochschulen (governs allocation of study places) may be required to successfully complete the “TestAS” study ability test. This is orientated to the examination regulation of the chosen course or the guideline of the relevant faculty.
§7 Obtaining of qualifications for particularly proficient professionals
Determining the study ability of professionals without a university entrance qualification in the sense of § 27 Para. 4 HSG LSA (Higher Education Act of Saxony-Anhalt) is orientated to the study suitability examination regulation of the respective faculty.
§8 University application
(1) All applicants must apply via the FAU online application website by the given deadline. The application must include the required personal details, address, school and study certificates/exams and planned financing for the studies.
(2) The application must also include scanned copies of:
- Passport photo
- Official proof of identity
- School and study certificates including transcripts
- Proof of any additional requirements as outlined in the examination regulation of the chosen course
- Evidence of sufficient language skills, if applicable
The scanned documents must be submitted in the original or as certified copies at registration.
(3) Applicants applying for a higher semester must present corresponding evidence of recognisable study credits at the time of the application. An application for the recognition of study credits and periods must be made at the relevant examination office immediately after enrolment if this has not occurred already.
§9 Application deadlines
The application deadlines are given on the FAU website.
§10 Admission procedure
(1) The Office for Academic and Student Affairs examines whether the entry and admission requirements in accordance with the study and examination regulation and the relevant selection regulation have been met as soon as the documents have been received. Applicants are informed by the relevant committee, either in writing or electronically, on whether the requirements in accordance with § 2 No. 1 and 2 have been fulfilled and if any further documents are required. In cases where it is clear for the committee that the applicant will not fulfil the entry and admission requirements, applicants will be informed in writing.
(2) If the entry requirements are fulfilled the application will be forwarded to the admission committee and the finance committee. If the requirements are not fulfilled the applicant may be requested to submit further documents.
(3) The faculty admission committee decides whether the student will be admitted at its own discretion. There is no legal entitlement to admission.
(4) The FAU finance commission decides at its own discretion whether there is sufficient evidence of financing for the studies.
(5) If the admission requirements have been fulfilled and the applicant is admitted by both commissions, they will receive notification of admission. If the application is unsuccessful the applicant will receive a letter of rejection.
§11 Study contract
The complete application via the FAU application website results in a study contract which may be subject to termination. The study contract loses its validity if
- the applicant does not fulfil the study requirements.
- the conditions of the admission application are not met.
- the minimum participant number for a course is not met whereby the FAU reserves the right to also give the course even if the minimum participant number isn’t met.
- the financial obligations are not fulfilled on time.
In the event of a condition occurring which could lead to the termination of the study contract, applicants will be informed immediately.
§ 12 Enrolment
(1) Enrolment for all courses usually occurs in writing on the first day of the semester (enrolment day).
(2) Unless already submitted with the admission application in accordance with § 6 Para. 4, the applicant must submit the following:
- for proof of qualification, the required references or officially certified copies of these.
- if needed, proof of studies so far including certification of de-registration and presentation of record of study with note indicating departure if applicant studied in the Federal Republic of Germany.
- if needed, proof of recognition of study periods and examinations by the relevant examination committees or offices.
- if needed, the result of a suitability test of the chosen course or other evidence showing that subject-specific admission requirements for the course have been met.
- if needed, evidence of the necessary language skills.
- evidence of health insurance or exemption from the statutory health insurance obligation.
- application for issuing of the student identity card.
§ 13 Start of studies and semester fees
(1) Applicants who have not been enrolled at a German university before (new students) and applicants who were not enrolled in subject-specific studies in accordance with the study or examination regulation of the chosen course (those changing subjects) will be enrolled for the first semester of the chosen course, field of study or joint subjects.
(2) Applicants who wish to continue studies of a similar subject from another university in the area of application of basic law at the FAU (students changing place of residence) will be enrolled for the duration of the relevant semesters of this study course.
(3) If an applicant, or an already enrolled student, presents the relevant office with notification of recognition or it is established through the examination regulation or the relevant office that previous studies may be wholly or partially recognised, the number of semesters will be determined accordingly, contrary to para. 1 and 2.
(4) Alongside the number of subject-specific semesters, the total number of semesters spent at a university (university semesters) will be taken into consideration.
(5) Enrolment in a lower subject-specific semester does not have any influence on benefit claims or payment obligations for example claims for grants or the obligation to payment of fees.
§14 Change of field of study
With the agreement of the university, students may change their course if they fulfil the requirements for enrolment in a new course and the study contract is amended accordingly.
§15 Cooperation duties
(1) Students are obliged to immediately inform the Office of Academic and Student Affairs if their personal details change or they lose their student identity card.
(2) Students are obliged to cooperate with the automated business processes and procedures in place at the FAU. The basis of this is formed by the active use of the FAU password and student e-mail address received at enrolment which is used to electronically send administrative information. Students should check their e-mails regularly, usually weekly.
§16 German as foreign language
(1) Students of the German course will be enrolled on the German as Foreign Language course for the duration of their time at the university.
(2) Passing the language examination and assessment test does not lead to entitlement to enrolment of a course of study.
§17 Guest students
(1) As guest student, non-enrolled individuals may be admitted, also without proof of university entrance qualification, within the framework of the available education capacity.
(2) Admittance is allowed with a pass for guest students which is handed out or sent. This does not entitle the holder to FAU membership. They are members of the FAU.
(3) Guest students are not entitled to complete module credits. In exceptional cases, individuals may be granted individual study credits in agreement with the relevant examination committee. And they may receive certification of participation in lectures/seminars.
(4) School pupils who the university and school agree are particularly gifted may be admitted as early students outside the enrolment regulation. With this they receive the right to take part in teaching and examinations and obtained performance credit will be recognised for later studies at the FAU in accordance with the valid examination regulations.
(5) Guest students must pay a fee for participation in lectures/seminars (see University Fees Regulation).
(6) The guest student period ends with the end of the semester and without any formal de-registration. It may, if required, be applied for again in the next semester. There is no re-registration.
(7) It is not possible to be enrolled as a student and guest student at the same time.
§18 Visiting students
(1) Students of other universities may be admitted for one or usually no more than two semesters as visiting students for individual lectures/seminars as long as this does not influence the studies of the students enrolled here and participation in the lecture/seminar is required for your course or benefits this.
(2) The application for admission as visiting student must also include proof of enrolment of the student’s actual university. The application for visiting students must be submitted to the Office for Academic and Student Affairs by the date given by the FAU. Admission is for one semester.
(3) The rector, upon consultation with the relevant department in which the lecture is to be given, decides on the admission as visiting student.
(4) Visiting students have the same rights and obligations with view to the lecture/seminar they have been admitted to as students enrolled at the FAU.
(5) The regulations on the refusal of enrolment, withdrawal and the procedure are to be applied accordingly to admission as visiting student. Visiting students will be enrolled.
§19 Short-term studies of exchange and guest students
(1) Students from abroad can, upon application, be enrolled for short-term studies without completing with a degree/certification. This includes, in particular:
- Scholarship holders from national and international organisations.
- Applicants who wish to study at the FAU due to partnership agreements with foreign universities in exchange with German students or due to other agreements.
(2) Studies are usually limited to one year. In certain cases, an extension by up to a further year is possible.
(3) For short-term studies there may be a deviation from the regulations concerning the requirements for enrolment for German and international students with view to proof of qualification and language requirements.
§20 PhD students
PhD students from other universities may be enrolled as PhD students as part of academic further education. Enrolment is via a separate application. Requirement for enrolment is that the student is a PhD student or has been admitted to a PhD study course. A student may also be enrolled for one year before admittance as a PhD student if they can provide evidence of supervision by a FAU lecturer in the preparation or completion of a PhD thesis.
§21 Academic further education; certificate studies
(1) articipants of further training courses are enrolled as certificate participants. Further training in the sense of sentence 1 includes:
- Further training courses which end with a certificate
- Module studies.
(2) Students may study individual modules from existing undergraduate or advanced courses depending on the availability of spaces and applicant suitability (module studies). The rector and lecturers in charge of the respective modules determine the suitability and admission of the applicant.
(3) Requirement for admission to a further education course in accordance with Paragraph (1) is evidence of fulfilment of the requirements given in the respective admission and entry regulations.
§ 22 Re-registration
(1) If students wish to continue studies at the FAU they must re-register before the start of the new semester (re-registration).
(2) Students re-registering must ensure the timely payment of the semester fee to the account of the university’s funding body.
(3) Re-registration will be refused if the student fails an examination or particular study achievement which is required for further studies as set out in the examination regulation.
(4) Re-registration may also be refused if the student has not kept to the given forms and deadlines required for re-registration or fulfilled their obligations from the study contract.
§ 23 Leave of absence, illness and holiday semesters
(1) Upon application students may be granted leave of absence if an important reason is given. Important reasons include:
- Illness, if a doctor’s note shows that studies are no longer possible.
- Maternity leave, parental leave
- Care of a direct relative or partner
- Studies at a university abroad or a stay abroad as Assistant Teacher
- Work in academic or student self-administration
Other reasons will only be accepted after review of the individual case. Applicants must provide the relevant evidence.
(2) Leave of absence is usually granted for one semester. The application for this is to be submitted by the re-registration deadline. In exceptional cases leave of absence may be granted retrospectively if, after re-registration, the student was not able to study for reasons beyond their control. Retrospective leave of absence is not possible for a completed semester. Leave of absence of more than one semester is only permitted in special cases and evidence of the reason for this must be provided. This will be granted on the condition that the student can again provide evidence of the reason for leave of absence for each semester within the deadlines of Sentence 2 by submitting the required documents. Leave of absence should not exceed two semesters. Periods of leave of absence in accordance with Para.2 No. 3, i.e. periods analogue to prohibition of employment in accordance with the MuSchG (protects parents at work) as well as parental leave periods analogue to the BErzGG (act governing financial aid for child upbringing) can not be credited in this term.
(3) Leave of absence cannot be granted for the first semester. An exception to this is the granting of leave of absence for students of the first semester of a master’s course if studying abroad or for an internship and if evidence of this can be provided in writing to the Office for Academic and Student Affairs by the relevant study and examination committee or study dean.
(4) During the leave of absence for six months the student will be exempt from the rights and obligations resulting from membership of the FAU with the exception of the right to vote and be elected.
(5) Holiday semesters do not count as semesters. No study or examination achievements or credits may be completed during the leave of absence. This does not apply to repeat examinations to be attributed to the examination cycle of the previous semester. During leave of absence according to Para. 1 No. 1 or 3, the dean may authorise participation in lectures/seminars or completion of studies and examinations. The application must be submitted before the start of the lecture/seminar or studies and/or examinations.
§24 Maternity and parental leave
Students may claim parental leave in accordance with the act governing financial aid for child upbringing as well as periods of prohibition of employment in accordance with the Maternity Protection Act. Study and examination completion is possible during maternity leave.
§25 De-registration
(1) Students should de-register if:
- they have completed the final examination.
- they have not passed the examination and if they do not provide evidence within two months of the necessity of enrolment for completion of a further study goal.
- they apply for this themselves.
- they are no longer able to provide evidence of student (statutory) health insurance or exemption of this.
- they have left the FAU due to a final sentence in legal proceedings.
- they have not paid the university fees including the social insurance contributions despite a written reminder with a warning of de-registration.
- they have received termination of the study contract for an important reason.
(2) Students may be de-registered in the case of repeated academic misconduct, if they have not re-registered on time or are no longer completing any studies despite a written request to do so and warning of de-registration.
(3) De-registration occurs to the end of the current semester unless the student wishes to de-register immediately. If the student is to be de-registered because they have not re-registered, de-registration will come into effect on the final day of the semester in which they are enrolled or most recently re-registered.
(4) With de-registration, the student is no longer a member of the FAU. With de-registration students must return all teaching and learning materials which were provided by the FAU.
(5) Applications for de-registration should include:
- a completed de-registration form
- a declaration of fulfilment of obligation in accordance with Para. 4.
§26 Responsibilities
(1) Unless another person has been named, all responsibilities relating to all decisions on matters governed by this regulation lie with the rector. Students are informed of decisions in writing. An incriminating notification must include legal information.
(2) The rector determines the form of documents to be submitted for enrolment and sets the deadline by which an application must be made in accordance with this regulation. Notification occurs appropriately by the Office for Academic and Student Affairs.
§ 27 Validity
This enrolment regulation becomes valid for the 2019/20 winter semester and, with this, replaces the de-registration regulation of 21 June 2006, most recently amended on 17 June 2013.
